What is the Wall Street Mint? Where is it? Who owns it?

I have been considering buying precious metals as an investment. I see dealers offering silver bars from The Wall Street Mint but I can’t find much information about it.

I hear alot of people finally talking about Gold and Silver . . . but who actually owns Au and Ag investments?
